Scientists, engineers, experts and talented university students from poorer countries are flocking to the industrialised world, drawn by the promise of tempting salaries and better working conditions. But not everyone is happy with this situation. Governments of some developing countries regard the phenomenon as a loss of human capital which must be restricted. However, others view the situation with some optimism, as countries of origin might also gain some benefits.
Push: low salaries, unemployment, political instability, war, poverty, lack of opportunities.
Pull: tempting salaries, better living conditions, freedom, advanced research facilities.
Negative (origin): loss of human capital, slower development, shortage of doctors/engineers.
Positive: remittances sent home, knowledge transfer, diaspora networks.
